European PaaS: which one to choose, and when
A PaaS runs your application without you managing the servers: you hand over the code, the platform builds it, deploys it and keeps it online. In Europe, the choice is wide. What sets the options apart is less speed than three questions: where your applications run, in which account, and who runs production when it breaks.
No credit card, no commitment.
The verdictThere is no best PaaS in absolute terms: the ranking is by need.
- Checked on October 18, 2026, on the vendors' sites: every fact carries its source. Updated on .
- Fransys is our platform: it is ranked like the others, by need.
The ranking, by need
Here, need by need, are the ones that answer it best according to their own site.
-
A classic app, pushed via git, with data in France
Scalingo, Clever Cloud
Headquarters and datacentres in France, deployment by git push, ISO 27001 and HDS stated on their site.
-
A SecNumCloud requirement
Scalingo, Clever Cloud, Fransys
None of the three is qualified itself. Scalingo has a region on Outscale's qualified infrastructure, Clever Cloud a zone at Cloud Temple while awaiting its qualification, Fransys deploys on Outscale if you choose it.
-
Staying in your own cloud account
Qovery, Northflank, LayerOps
All three deploy in your account (BYOC). Qovery and Northflank on AWS, Google Cloud or Azure (Scaleway too for Qovery), LayerOps on a list of European and American providers.
-
Simple Docker containers, at a fixed price
Sliplane, LayerOps
Sliplane from €9 a month on Hetzner; LayerOps at €49 a month, on several clouds.
-
GPUs, and users around the world
Koyeb
Regions in Europe, the United States and Asia, GPUs billed by the hour.
-
Several projects, several regions in Europe
Upsun
A choice of seven European cities, one price per project, ISO 27001:2022.
-
Connecting your agent over MCP, today
Clever Cloud, Fransys, Koyeb, Northflank, Qovery, Sliplane, Upsun
All seven state an MCP server or skills for Claude Code, Cursor or Codex. At Fransys, the agent also passes through the airlock: a costed plan, a human approval.
-
A team without DevOps that codes with an agent, under a ceiling in euros
Fransys
The airlock: the agent prepares a costed plan, a person on the team approves it, an engine with no AI executes it, with the chosen European provider, under a ceiling the platform does not exceed.

How we read these platforms
An error, a price that has changed? Write to support@fransys.cloud: we correct it, and we date the correction.
- Eight platforms from European vendors that deploy a web application from its code or its image, plus Fransys.
- One source per fact: the vendor's site (product, pricing, documentation, legal notice). No directories, no third-party reviews.
- Seven facts per platform: headquarters, where apps run, the model, the entry price, the trial, AI agents, the certification.
- What is not written on the vendor's site is not written here.
What people ask about this comparison
Why is Fransys not at the top?
Because the ranking is by need, and Fransys does not meet every need. It is made for a team without DevOps that codes with an agent and wants production run under a ceiling in euros.
Is a European PaaS enough to keep my data in Europe?
Not on its own. Look at where the applications run, with which provider, and in which country. For sensitive data, look for a stated qualification, such as SecNumCloud.
Are these prices up to date?
They are those of October 18, 2026, copied from each vendor's site. Offers change: every fact links to its page, check there before choosing.
And your app, on Fransys?
Your services as blocks, the European cloud you choose, and a monthly price at public rates.
No credit card, no commitment.
